Tuleap 88 db migration

@Sebastien : we need your changes on the new user table, adding fields accept_gnl_conditions annd inscription_newsletter

The migration scripts retrieve all columns that exists in the new table with the same name than in the old one, so if you add them to the new table it will work without changing my script
