Better specifiy react / react-paperjs dependencies

In anticipation of a release that supports React 17 (react-paperjs v1.0)
lets go ahead and lock these down in a release for React 16.x users.

A follow on after a release of mirador-annotations will be to bump
dependencies up to react 17 compatible ones.
